From 1936 to 1944, the manufacturing industries, Kisha-Seizo, Kawasaki, Hitachi,Mitsubishi, Nippon-Sharyo, and JNR works, had produced the 1115 cars of this class. The steam locomotives of the same class were used at Sakhalin D51 class and Taiwan DT650 class too. These had been used to 1975. Then now JR East Railway keeps one working order car of this class, and the 181 cars are kept everywhere.
