At first this locomotive was named PASHI-4 by the Central China railway. And 10 locomotives were built by Kawasaki of Japan in 1943 and 1944. However, PASHI-4 class is not the original of this railway. The original is the PASHI-4 of a Korea colony government railway. The condition of the railway of this area is not better than the SMR or north China railway. It was same as the Korea colony government railway. This locomotive was introduced under the situation like that. When the end of the WWII war, these locomotives were transferred to the R.O.C. China government. I presume that this locomotive was called PASHI-5 at the time However, It was named to SL12 class by the People's Republic of China. And it was used to the 1980's.
